Unsteadiness of gaze (the child cannot keep his eyes still whether staring at an object/person or not) may be a sign of nystagmus.

Nystagmus can occur at birth or during the first few months of life, if there is a family history, or later permanently or intermittently. The presence of spontaneous eye movements requires an ophthalmologic examination.
